I went to Disneyland this May(2010) and stopped by the Rancho Del Zocalo to grab a drink. I talked to the cashier to make sure there were free drink refills and he informed me they do not do free refills, nor do any of the restaurants in Disneyland. Not sure if it's because i went in the off season though so it doesnt hurt to stop by there and ask again if you're going during the summer.
However, if you want to save a bunch of cash bring a back pack and toss in one bottle of water for yourself, and maybe even an apple and crackers. If you buy water at the park it's $3 a bottle, and for a piece of fruit it's about another $3. And if you dont want to carry around your back pack or want to toss a sweater and extra water and snacks (because yes, the back pack does get heavy) a smaller locker is $7 for the whole day.
